Hawaii uses a two-step developmental-disability pathway: first DDD intake/eligibility, then a separate Medicaid I/DD Waiver admission process through Med-QUEST for people who meet Medicaid and ICF/IID level-of-care requirements.
Important: Being eligible for Hawaii DDD does not automatically mean waiver eligibility. DDD-eligible people who do not qualify for the Medicaid I/DD Waiver may still be eligible for state-funded programs such as Long-Term Adult Supports & Resources or Family Services and Supports.
